Delving into Grassroots; Ending OSAEC & CSAEM
The National Children's Month 2025 theme, "OSAEC-CSAEM Wakasan: Kaligtasan at Karapatan ng Bata, Ipaglaban!", means more than just protecting children's rights and safety. It directly tackles the biggest digital threats kids face, Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM). It shows that protecting children now means fighting online battles too. It's a strong call to action for everyone, not just government agencies, to be vigilant against these crimes that severely violate a child's safety and dignity.
Regarding the government's role in protecting children's safety, dignity, and rights, I believe there's progress but still a long way to go. We have laws like the Republic Act No. 11648 or the Anti-Child Sexual Abuse or Exploitation Materials and Activity Law which is crucial. However, the challenge is in the implementation and enforcement, especially when crimes cross borders online. We see efforts in awareness campaigns and setting up specialized units, but accessibility to justice for victims, particularly in remote areas, needs serious strengthening.
My view is that the government needs to focus heavily on digital literacy and proactive monitoring, alongside stricter penalties. For dignity and rights, ensuring access to quality education and health services remains fundamental, as poverty often makes children vulnerable to exploitation. While policies exist, consistent, well-funded programs that reach the grassroots level are key to truly guaranteeing that Kaligtasan at Karapatan ng Bata, Ipaglaban! Isn't just a slogan but a reality.
